The following is a html rendering of the resignation letter submitted to the Board of Commissioners by General Manager Don Godard on December 1, 2004.

Dear Commissioners,

The purpose of this letter is to inform you of my decision to leave the District. I have been manager for nearly 12 years and it is time for someone else to take the lead.

During this period you, our coworkers and I have:

1. Ensured that the District will receive the license for the Priest Rapids Project by defeating competition from Pacific Corp and the Yakima Nation.

2. Ensured that the people of Grant County will receive all the low cost power that is needed from the Priest Rapids Project for decades to come by creating new Power Sales Contracts.

3. Achieved financial conditions that require no rate increase for years to come.

4. Developed a telecommunications system with over 4000 customers who receive some combination of Internet, video and phone service.

In order to help with an orderly transition I will continue as Manager until March 1, 2004 after which I will be on personal leave then I will be formally separated from the District.
